Overview
The ECTN — Electronic Cargo Tracking Note — is the cargo tracking certificate required for shipments to Libya. It is issued by Libyan Customs Authority / Libyan Ministry of Finance. Requirement status: Suspended.

Application process
1. Send your documents
Share PDF copies of the required documents via sck@scktr.com, or upload them through the application form. There is no need to send hard copies for the issuance of ECTN certificates.
2. Draft is prepared
Once complete, consistent documents arrive, a draft is prepared for your confirmation. A file specialist checks the shipment details against the documents before anything is filed.
3. Confirm the draft
Check every field on the draft — consignee, ports, weights, values and container references. Final documents must be submitted without further amendments; corrections after validation are charged separately.
4. Filing and validation
The confirmed file is submitted to the issuing authority for validation. The ECTN number is issued at validation, so it cannot be shown on documents prepared before that point.
5. Certificate delivered
The validated certificate is sent to you and can accompany the cargo to the destination port.

Special rules
Validation deadline. The Libya ECTN procedure is suspended. No ECTN certificates are being issued for Libya until further notice.
Non-compliance. While the procedure was in force, goods without an ECTN were not loaded onto the vessel and shipments without an ECTN document were barred from entering Libyan ports. A penalty fee applied to modifications made after validation.

Is the Libya ECTN currently required?
No. The Libya ECTN procedure is suspended and no certificates are being issued until further notice. Contact sck@scktr.com for the current status of your Libya shipment.
What documents were required for the Libya ECTN?
Bill of Lading (a draft copy was accepted for application), Commercial Invoice, Freight Invoice (unless the freight value is on the Commercial Invoice), Customs Declaration, Certificate of Origin (certified by the Chamber of Commerce of the exporting country), and the importer’s Statistical ID Document. Bulk shipments required a VGM weight certificate and RO/RO shipments required automotive data (manufacture date, chassis number, weight).
How long did approval take?
Once the draft was confirmed and paid for, the certificate was submitted for approval by the Libyan authorities. This usually took a few days, but a week should be allowed for planning.
Why has Libya appointed SCK Representation to manage the ECTN platform?
It allows Libya’s Ministry of Finance to access live data on goods entering Libyan ports, certify cargo and freight values declared at origin, secure reliable income, and predict cargo flux for harbour operation optimization.
Are there any additional requirements for the issuance of an ECTN certificate?
As indicated earlier, exporters must present the documents below with the details indicated as a full set to complete the validation process. Certificate of Origin must be certified by the Chamber of Commerce of exporting country.Statistical ID Document (of the Importer) must be presented. The document has to be issued with a valid date, or an extension letter from Libyan customs has to be obtained.VGM Certificate (for bulk shipments), which provides information on merchandise price based on weight, has to be presented for bulk shipments.Automotive Data (for RO/RO shipments), including the date of manufacture, chassis number, and vehicle weight, has to be declared for RO/RO shipments.
