The terms for our ECTN, BESC, CTN, ACD and FERI certificate services: how your documents are used, each side's obligations, the cancellation policy and the limits of our liability.

1. Who we are and what these terms cover

SCK Temsilcilik ve Dış Ticaret, trading as SCK Representation (“SCK”, “we”), is an Istanbul company founded in 2001. We act as an authorised agent for obtaining ECTN, BESC, CTN, ACD and FERI cargo tracking certificates for the 32 destinations we serve across Africa and the Middle East.

These terms apply when you use this website, send us an application or a request for a quote, or use our certificate service. Please read them before sending us any documents. How we handle personal data is set out in our Privacy Policy, which forms part of these terms.

Our services are intended for commercial shipments.

2. Our service

As an authorised agent we prepare, submit and follow up your certificate application with the shippers’ council, customs authority or appointed platform of the destination country, and deliver the approved certificate to you.

Whether a certificate is issued, when it is issued and what it contains is decided by the council or authority concerned. We are responsible for preparing and submitting your file correctly and on time; the approval decision is not ours to make.

We do not provide customs brokerage, freight forwarding, insurance or foreign trade consultancy. The reason is explained in Section 10.

3. How your documents are used

The bills of lading, freight invoices, commercial invoices and other shipping documents you send us are used only to obtain the certificate you asked for.

  • They are shared only with the council, customs authority or appointed platform that issues that certificate, and only to the extent the destination requires.
  • They are never shared with other customers or data brokers, sold, or passed to third parties for marketing.
  • They are not used to train artificial intelligence or machine learning models, and neither is the data they contain.
  • Inside the company, access to documents is limited to the staff who genuinely need it to do the work.

The only exceptions are our accounting and statutory retention obligations, and our duty to respond to properly made requests from public authorities entitled to make them.

4. Process and timing

  • We begin preparing the file once we have received a complete set of documents.
  • Processing times vary by destination and by the workload of the council concerned. Any timings shown on this website are indicative and are not a guarantee. Plan your shipment accordingly and apply as early as you can.
  • Many destinations require the certificate to be obtained before loading and impose heavy penalties for late applications. Confirm the current country-specific requirements with us before you apply.
  • Our fee is the one quoted to you before your application.

5. Your responsibilities

  • It is your responsibility to make sure the information and documents you send are accurate, current and complete. Incorrect or missing information can lead to a certificate being issued wrongly, rejected or delayed.
  • You confirm that you have the rights and authority to share the documents with us and to have them passed to the relevant council, and that you have informed any third parties named in them.
  • You confirm that the documents you send contain no unlawful or unauthorised content.
  • You must tell us without delay if any shipment details change.

6. Fees and cancellation policy

If you choose to cancel your application after your documents have been processed by SCK Representation, a non-refundable cancellation fee of 35 EUR applies. This fee covers the administrative cost of the initial processing of your documents and applies whether or not the ECTN certificate has been issued.

7. Limitation of liability

We are responsible for preparing and submitting your application correctly and on time, on the basis of the information and documents you give us. We are not responsible for:

  • incorrect, incomplete or late information and documents from you;
  • a council or authority rejecting or delaying an application, or its systems being unavailable;
  • penalties arising because a shipment sailed before the certificate was obtained, unless the delay is attributable to us;
  • changes to the regulations of the destination country.

We are not liable for indirect losses such as loss of profit, loss of business or demurrage. In any event our total liability is limited to the fee you paid us for the application concerned. Nothing in this section limits liability for wilful misconduct or gross negligence, or any liability that cannot be limited under mandatory law.

8. Intellectual property

The text, country guides, images and logos on this website belong to SCK Representation or are licensed to us. You may quote from them with attribution, but you may not reproduce the whole or a substantial part without permission, or republish it commercially.

9. Changes to these terms

We may update these terms. The current version is always published on this page and the “last updated” date above is changed. The version in force on the date of your application applies to that application.

Substantive change in this version of 27 July 2026: the “data use for AI training” and “consent and authorisation” clauses, and the liability clause attached to them, have been removed in full from earlier versions. Your documents are not used to train AI.

10. Governing law and jurisdiction

These terms are governed by the laws of the Republic of Türkiye. The courts and enforcement offices of Istanbul (Anadolu) have jurisdiction over any dispute arising from them.

What to watch out for when applying for a certificate

Share documents only with an authorised agency, and only the ones required

When SCK was established in 2001, its sole purpose was arranging cargo tracking certificates. Over time our expertise made adjacent sectors such as foreign trade consultancy and international transport attractive, but we decided not to extend our scope of business, in order to avoid conflicts of interest. Keep the number of parties who can see your documents as small as you can.

Take document confidentiality seriously

All 32 of the destinations we serve across Africa and the Middle East that require a cargo tracking certificate ask for the bill of lading, the freight invoice and the commercial invoice. Some also require a customs declaration or further documents.

Valuable information such as customer identities and selling prices must stay confidential in all circumstances, which is why access is restricted even among our own staff. The relevant councils in African countries enforce this too: to protect shippers’ rights, they make their agencies sign contracts with strict confidentiality provisions.

For shipments with an operational leg handled abroad, you may need to work with companies outside our region. In that case, contact us and we will tell you whether the company you are about to send documents to is an authorised agency. We would be glad to help.
