Overview

The CNCA — Conselho Nacional de Carregadores de Angola / ARCCLA — is the cargo tracking certificate required for shipments to Angola. It is issued by Agência Reguladora de Certificação de Cargas e Logística de Angola (ARCCLA). Requirement status: Mandatory.

Application process

1. Send your documents

Share PDF copies of the required documents via sck@scktr.com, or upload them through the application form. There is no need to send hard copies for the issuance of CNCA certificates.

2. Draft is prepared

Once complete, consistent documents arrive, a draft is prepared for your confirmation. A file specialist checks the shipment details against the documents before anything is filed.

3. Confirm the draft

Check every field on the draft — consignee, ports, weights, values and container references. Final documents must be submitted without further amendments; corrections after validation are charged separately.

4. Filing and validation

The confirmed file is submitted to the issuing authority for validation. The CNCA number is issued at validation, so it cannot be shown on documents prepared before that point.

5. Certificate delivered

The validated certificate is sent to you and can accompany the cargo to the destination port.

Validation deadline. The certificate must be issued and validated before cargo loading and vessel departure. The validated CNCA / ARCCLA reference must be declared on the Bill of Lading where required.

Non-compliance. Late or post-departure applications may result in delays, penalties, additional charges, or cargo-clearance issues at destination.

Who must obtain the Angola CNCA / ARCCLA?

The shipper, exporter, or an authorized freight forwarder is responsible for arranging the certificate. Carriers may refuse loading where the required reference number has not been issued or confirmed before departure.

When must the Angola CNCA be issued?

The certificate must be issued and validated before cargo loading at the port of origin. Documents should be submitted as soon as the Bill of Lading and import documentation are available.

Can the same CNCA number be used for more than one shipment?

No. Each CNCA / ARCCLA number is unique and valid for one individual shipment only.

What is a D.U. document?

The D.U. (Documento Único) is an Angolan import license issued for the shipment by the relevant authority in Angola. It must be valid and match the commercial shipment details.

What is the difference between CNCA and ARCCLA?
