Update: Mandatory Pre-Shipment BESC Requirement for Chad

All cargo to or from Chad must be covered by a BESC issued before shipment. From 1 January 2026 late issuance carries a penalty of 100% of the BESC amount.

Dear Valued Partner,

All cargo destined for or originating from the Republic of Chad must be covered by an Electronic Cargo Tracking Note (BESC) issued before shipment.

Effective January 1, 2026, any BESC issued after shipment, as a regularization at the ports of discharge, will result in a penalty equivalent to 100% of the BESC amount, when the cargo was not covered by a valid BESC at origin.

To avoid penalties, delays, and potential clearance issues, we strongly recommend ensuring that the BESC application is completed and approved prior to vessel departure.
