What the Guinea Conakry BESC is
The BESC (Bordereau Électronique de Suivi des Cargaisons) is Guinea’s pre-loading cargo declaration: a validated reference covering one Bill of Lading, obtained at the port of loading and required on every import into the Republic of Guinea.

Guinea validates the certificate against the people on the file, not only the cargo:
- Shipper — phone number and email address.
- Consignee — phone number, email address and NIF (Número de identificación fiscal).
- Notify party — phone number, email address and NIF.
Without all of these the certificate cannot be validated, so they are collected at the start rather than at the end.
How the Guinea BESC is issued
- Send the documents and the party details. A draft Bill of Lading is enough to start.
- Pre-screen. We check values, weights, containers and party details against each other before filing.
- Draft issued. In a day once the file is complete and consistent.
- Validation. All approvals are handled in the main office in Conakry, so allow about a week.
- Number onto the Bill of Lading. The validated reference travels with the shipping documents.
When to apply — the deadline that matters
The certificate must be validated no less than five days before the vessel arrives. Because approval runs through Conakry, start the file as soon as the Bill of Lading details are settled rather than counting back from arrival.
How long a Guinea BESC is valid
One validated BESC covers one Bill of Lading, and only that shipment. A split or reissued Bill of Lading needs its own number.
Who files the Guinea BESC
The shipper or freight forwarder at origin. Freight that is not covered by a loading certificate is penalised at the destination port, and the shipper carries the loss.
What happens if cargo arrives without one
Non-compliance, or the absence of the loading certificate, incurs penalties at Conakry. Validating late — inside the five-day window before arrival — exposes the shipment to the same significant penalties and fees.
