Gabon BIETC Regulation Guide

To ensure a smooth process, please initiate the procedure as soon as the BL is obtained. Below are the required details for the aforementioned documents, along with other critical notes.

Bill of Lading

For LCL shipment applications with the House BL (HBL), the Master BL (MBL) might also be required if deemed necessary.

Following the pre-validation of the certificate, a BL mentioning the shipped on board date, the place and date of issue, the certificate number is required for the final validation. 

Commercial Invoice

  • The invoice must be issued to the final consignee in the destination country.
  • The Incoterm must be clearly stated and the value breakdown must correspond properly.

Example: If the incoterm is CFR, the following values should be clearly indicated: FOB, freight.

Freight Invoice

A separate Freight Invoice is required if the freight value is not indicated in the Commercial Invoice.

Export Customs Declaration

All information contained in the Export Customs Declaration must correspond to the relevant details in other documents.

  • Completion of an application form is required to begin the certification process. You may complete the form directly, or authorize our team to prepare it on your behalf for an additional service fee.
  • Any changes requested after a certificate has been validated will be subject to an amendment fee.
  • For tariff information related to non-containerized shipments (RoRo, general cargo, or bulk), please contact our support team for assistance.

One BIETC certificate is issued per BL, in soft copy and the BIETC number will be issued along with the draft. 

Pre-validation must be obtained before the departure of the vessel.

Draft confirmation stage must be completed before the departure of the vessel. Otherwise, there will be a high penalty for the continuation of the process.

9 days from ETD for African and European ports.

14 days from ETD for Asian, American and Australian ports.
