Mandatory ACD Certificate for Shipments to Sudan

Dear Valued Business Partner,

With reference to the Sudan Customs Authority letter dated 9 November 2025, please be informed that Sudan has officially adopted the Advance Cargo Declaration (ACD) system.

Implementation of the ACD system will become mandatory on 1 January 2026 for all shipments destined for Sudan. Additionally, the ACD certificate must be obtained at the loading port, and the ACD number must be clearly stated on the Bill of Lading.

When applying for the ACD, the following documents will be required:

1. Draft Bill of Lading
2. Commercial Invoice
3. Freight Invoice

It is the responsibility of exporters, shipping lines, and freight forwarders to ensure that all cargo—including vehicles, machinery, trucks, and all general or bulk shipments—has a valid ACD number.
