Resolving Urgent Document and Cargo Issues Without Delay
A client applying for a BSC draft realized a pallet was left behind. We managed the document revision, coordinated BSC validation, and ensured the 40-foot container from Algeciras to Toamasina was loaded on schedule, preventing shipment delays.
This case study explains how a time-critical BSC (ECTN) certificate process was successfully managed for a shipment from Algeciras, Spain to Toamasina (Tamatave), Madagascar. The shipment involved a 40-foot dry container and required a valid BSC certificate to comply with Madagascar’s import regulations.
The client had applied for the BSC draft following the standard procedure. All required documents, including the Bill of Lading, Commercial Invoice, Freight Invoice, Packing List and Customs Declaration, were submitted correctly. Once the documents were received, the draft process was initiated. At this stage, the container was already at the port of loading in Algeciras, ready for the vessel schedule.
During the draft review stage, the client discovered that one pallet had been left behind at their factory. The container had been prepared without this pallet, and the shipment documentation had been arranged based on incomplete cargo information. The client was unsure how to proceed. With the vessel schedule approaching and port operations waiting, the situation became highly time sensitive.
Because the cargo details had changed, the loading process had to be interrupted. The existing customs declaration and Bill of Lading were cancelled. The forgotten pallet was transported urgently to the port of loading and added to the container. New customs documents and a new Bill of Lading were then issued reflecting the updated cargo details. Since the BSC certificate must strictly match the final transport and customs documents, the previously issued draft could no longer be used without revision.
We guided the client through the entire correction process. We clearly explained which documents needed renewal and how the changes would affect the BSC procedure. Once the new documents were issued, we coordinated the revision of the BSC draft, ensuring that all values and cargo details were fully aligned across the Commercial Invoice, Freight Invoice, Packing List, Customs Declaration, and Bill of Lading. After completing all necessary controls, the BSC draft was revised and submitted for authority validation without delay.
Despite operational pressure and the risk of vessel delay, the revised documents were processed efficiently. Authority control was completed successfully, and the final BSC certificate was issued. The container was loaded on time, and the shipment proceeded to Toamasina, Madagascar, without further disruption.
